SOPC Builder - CPU Generator doesn't run?

Trying to follow the hardware tutorial example to re-create the 'standard' configuration for a Cyclone-II board. I get this:

Any clues please?

    Well, 18 months have passed and still no joy. I have two laptops here that both run 7.0, 7.1, 7.2sp2. But I installed 8.1 otnight and still the same problem persists:

    Yes, I downloaded the complete 8.1 subscription edition from the Altera website. I have a full licence for it which seems to be working just fine. Well, at least on Quartus. Using the prebuilt system I can write software and download the code as well as the pof file to the board. THe only problem I seem to have is that the PLL generator goes into la-la land and so the remainder of the process doesn't happen either.
