Self Service Licensing Center Access Denied

When I try to access the Self Service Licensing Center, I'm shown this message: Access Denied You do not have the necessary permissions to access this page. If you have not registered for FPGA ac...

After clearing cache and cookies I now have a link to the Licensing Center under the MyIntel menu. However, when I click this, I still get the Access Denied message.
