Occasional ContributorQuestaSim doesn't support exporting waveforms to a CSV format.
However, you can export to a list. In the waveform viewer, select the signals you want and right-click. Then select Add->To list->Selected Items.
A list window will appear with your signals and simulation values. To export, File->export->Tabular List...
