QuartusII 10.0 installation problem

I turned off AVG and even went offline, sadly it's the same results. The wizard still stops and leaves a very small directory with no executable. I tried it a number of different times, and I noticed that the final size of the directory was always different, between 14 MB to 88 MB, still no where near the 3+ Gigs it should be at. What would cause the installation to falter at different points like that?

I still have the command line installation, but I cannot make use of it without the device packages installed. Would someone be willing to walk through a command line unpacking of the .qda's found in C:.../temp/10.0_quartus_free_windows/devices/subscription? The two methods mentioned here by nplttr and Steward Little haven't worked on my end (Maybe I missed a step?)
