    I don't find this IE in the database. 

    I believe the issue is resolved in Quartus 25.3.1, so I suggest upgrading the design to 25.3.1 in order to fix the problem.
    Out of curiosity, does the same issue occur with other devices, e.g., Arria 10? 

    If yes, could you share the QAR project (Project > Achieve Project) so we could investigate it further?

    Hi,
    didn't claim it's the same problem. But I'm pretty sure you won't have much fun running Quartus Pro without installing the patch. After installing the patch you can try the ususal methods, check if the problem is related to your Quartus installation or your specific design, reset design by deleting qdb folder etc.

    After the mentioned magic date and without patch, I had to start Quartus Pro five times to get a successful compilation.
