Quartus Prime only loads in admin mode

I have freshly installed Quartus 25.3.1 on Windows 11. However, now it appears that it will only load when I run in administrator mode. I have really done nothing other than install the tool. Any ideas how to fix this so I can run in normal user mode?

    Please do the steps below:

    1.Go to the Quartus installation path,

    2.Right‑click the folder → Properties.

    3.Go to Security → Edit.

    4.Select your Windows user (or the Users group).

    5.Enable Modify and Write permissions. Apply to all subfolders.

    Allow full control like below screenshot:
