Quartus Prime 18.1 Standard edition cannot find network licence, but Pro edition does.

Quartus Prime Pro 18.1 works fine on our floating licence. Standard edition cannot find the licence server at all. Therefore we are having to use older version of Quartus II to support legacy devices...
