quartus_pgm.exe cmd Problems in version 12.0

I want to start the quartus_pgm.exe in the cmd, but if I started in the version quartus II programmer 12.0 or 12.0sp1 then comes up an error like:

"The program cant start beacuse pgm_ufp.dll is missing from your computer"

Anyone can help me? Or had this file in the altera programmer directory?

This problem is only by the latest version. In quartus II programmer 11.1 it works with no problems!

    Is this from a full installetion? or just the programmer stand-alone installation?

    Filing this with MySupport is the best way to find a solution to an issue like this
