I installed quartus lite (windows 10), generate license key with physicall key, but getting a error.

Welcome to INTEL forum. From my understanding, the Quartus Lite Edition software requires no license, for Questa you can re-confirm the setup referring here https://www.intel.com/content/www/us/en/docs/programmable/683472/21-4/specifying-the-license-for-the-software.html
