Quartus II Web Edition Licensing Issue

Question

I'm Quartus II Web Edition 6.1 user. I filled in the required fields including MAC address and hit the Continue button at the following web page.

However, the web page doesn't work and show the following massage. I tried many times but the issue still happened.

Why are you trying to use a 12 year old version of the software?  Also, web edition is free and does not require licensing.
