This usually happens when a license file has been altered Feature: quartus License path: C:\altera\91\quartus\license.dat FLEXlm error: -8,523 For further information, refer to the FLEXlm End User Manual, available at "www.macrovision.com (http://www.macrovision.com/)".

are you using Quartus II 10.0 Web Edition? it looks like Quartus is still pointed at a license file, C:\altera\91\quartus\license.dat. for web edition you shouldn't need a license unless you have purchased ip.

go to Tools > License Setup and remove the path to that license, and you should be able to compile
