quartus II under windows XP Jtag error

Hi all I am using terasic usb-blaster download cable with quanrtus II 9.1 web edition and windows XP. I can't download code into my chip. It shows :Error: Can't access JTAG chain ...

I couldn't resolve the problem 44, except buying Terasic Blaster.

Many people said it's easy, and cheaper way to get USB-Blaster that to make Fake USB-Blaster with PIC18F2550.

But it has not worked, without few cases.

It's not capable to be use, so I quit to challenge to make it,

and now bought Terasic Blaster.

If you are using "True" USB-Blaster, you ought to tell vendor so,

and perhaps you should check the cable connection and cable quality.
