We have tried several Quartus releases just for programming back to 13.2. We always get the message saying the epm9560a isn't supported. It is interesting seeing "epm9560a" and other information displayed. The device is being read, prior to being rejected.

PS We tried 13.2, but not 13.0sp1.
I will look into that while staying away from questionable sites.
