1) If you have the .qdz file, and did not rename it, it should have the version number of Quartus it belongs to.
To my knowledge you cannot move .qdz files between versions of Quartus.

2) Someone else will have to answer that ...

3) Have you tried using the Quartus 13.0sp1 standalone programmer with a USB Blaster to see if it supports your device?
