Super ContributorI'm not sure why you are using a 10 year old version of Quartus. The latest versions of lite and standard (22.1) support Cyclone IV: https://www.intel.com/content/www/us/en/software-kit/757261/intel-quartus-prime-lite-edition-design-software-version-22-1-for-linux.html?
Chances are that will work better for you whether it's Windows or Linux.
