Quartus 13.1.0 - Stratix 3

I have installed Quartus 13.1.0 subscription edition on windows 10.

No stratix devices are available when creating a project. Only arria 2, cyclone 3,4,5 and MAX devices show up. Here is the line it was downloaded from :

If I go to Tools | Devices or start the device installer application, it says Stratix support already exists in for Quartus.

Is there a trick or something I am missing?

I have rebooted the PC and the license is current.
