Programmer restart during I configurate EPCS with SFL

hi,

I program serial configuration devices(EPCS4) with serial flashloader(SFL) in my FPGA today. And when the programmer download .jif file about 60%,it will restart the process from 0% to 100%. But my FPGA can work normally after powered on. I just don't know why the processor restarts during programming. By the way, after I program the EPCS4, FPGA cann't work, and I must powered off firstly and repowered on, it will work. Is this kind of performance normal?
