Problem simulating devices with bus hold pins

I have a device I'm simulating with Altera-ModelSim which has a bidirectional bus with the bus hold attribute set on it. The simulator is unable to override the weak bus hold drive even when strong drive strengths are specified in the test bench. If I remove the bus hold attribute the simulator can drive the bus as expected. I need the bus hold attribute in my design so removing it isn't an acceptable work around.
