Jam creation is possible, I received following solution from the support:

Yes you can convert a .pof to a .jam as follows :

1. Open Quartus II Programmer

2. Click on "Add File" and select your .pof.

3. Check the Program/Configure box

4. Go to File ->. Create JAM, JBC, SVF or ISC File...

5. Create your JAM file.
