These pins can't be assigned. They are jtag dedicated pins.

Thanks - Im attempting to configure my DE1 board with openRISC (minsoc minimal configuration) , but the usbblaster interface is highly unreliable. I'm now trying to connect their top level JTAG signals straight to the JTAG onboard ('Generic jtag tap') - but this is obviously impossible from what you have said - thanks, JB.

Unfortunately, it's not clear what you are trying to achieve. I also don't understand where you see an "highly unreliable" operation and why?

Basically Im a bit out of my depth. I'm using cygwin on windows xp. The usb connection to the altera board only enumerates once in every ,say, 15 tries.
Even then the connection 'self test' fails to communicate with the wishbone. I really need to move to a linux platform - its too complicated at the moment. Thanks for showing an interest - I'm going to try something simpler first.JB. - Altera_Forum

I am not sure about this. But give it a try. Try assigning these pins as 'Use as regular I/O' in 'Settings -> Device and Pin options -> Dual-Purpose Pins'. Maybe it works.
