    I managed to get the issue resolved by updating my Linux OS to a newer version.
    The license server (lmgrd) version which I was using was outdated,
    and the latest version of lmgrd did not seem to work correctly on my previous Linux version.
    Now all licenses are working correctly again.

      I already submitted a case with Intel Support earlier, but said for licensing issues I should post on this forum.  So that is what I did.

        I think previously you're requesting Questa Starter Edition license, that's why you can't file the internal ticket.

        Could you try to submit the new ticket and mention purchased license SW-QUARTUS-SE-FLT and SW-PE-QRTS-FLT?
