Output Pins stuck at VCC or GND

Hi,

I'm not sure why this happens. In my point of view it is a bug in Quartus. Maybe some Quartus defaults are different when using different FPGA families. None of the cyclone familie works. I have a service request send to Altera. I will keep you informed.
