Yes, CTRL+L has no effect in Quartus Pro text editor, only in Quartus Std/lite.
Apparently few people are using CTRL+L shortcut, so the bug survived five major Quartus releases.

The superfluous keyboard shortcut is neither listed in Quartus help nor text editor edit menu.
