nios2-gdb-server hangs under windows server 2008

I have been using the nios2-download script to download an elf file onto my fpga for a while now. I must now do the same on a different pc running windows server 2008 but for some reason, nios2-gdb-server always hangs even when I run it directly. Has anyone encountered this problem? A fix would be much appreciated. Thanks!
