Modelsim Altera starter edition needs licence ... why?

i downloaded the modelsim altera starter edition which doesnt require licence -as said in the web site - but when i try to open the program the following error is shown how can i use the software in ...

the 10.0sp1 version of ModelSim-A(S)E still doesn't support Windows 7. whether or not that would trigger a licensing issue, i don't know

for what its worth i've used Quartus II 9.1sp2 Web Edition and the corresponding version of ModelSim-ASE without a problem
