If I got it right you are using ram block size of 32678 width * 1024 locations i.e. given your total bits of 4,192,296 then you are asking for 128 separate blocks each requires 4 M9Ks = 512. so it can't fit.

This was what I asked to check, the number of blocks rather than bits that you needed in the original project before porting to new device.
