The new altera sslc site had been available. Could you try generate again to see the issue still persist?
May i know this is related to purchased or evaluation license?

Go To https://licensing.intel.com/ à Help à Contact Customer Service
Select license issue à provide proof of purchase details (either one of Distributor PO, License Activation Code/ Serial number, NIC ID) à Click submit issue
