License issue

Hi guys, I am new at my company which uses Quartus 12.0 (paid license). When I compile an existing design all is fine. However, when I try to compile the same design with Quartus 11.1 it fails...

Yes, I did just that, i.e. removed the db and incremental_db and start from the beginning. I also re-generated the Qsys with 11.1 I still get this message:

Error (15096): Can't implement PLL "rootport_fifo_qsys:u0|rootport_fifo_qsys_qsys_pll:qsys_pll|rootport_fifo_qsys_qsys_pll_altpll_5rs2:sd1|pll7"

Error: Total CPU time (on all processors): 00:00:03

I fails right away the fitter after passing the synth ok.
