JTAG Daisychain (EP2C5 with TMS320F28335)

Hi

We have a TI TMS320F28335 and an Altera EP2C5 hanging off a single JTAG connection. I'm trying to get Quartus (with USB Blaster) to bypass the 320 but I am running into trouble. I am pretty sure all of the connections are OK (TDO-TDI daisy chained, TCK and TMS bussed) The signals look "OK" - ie good clean logic levels.

The Quartus JTAG troubleshooter autodetects the EP2 OK (it is the second in the chain) but it doesn't detect the 320. The 320 JTAG works OK since we were using the JTAG to talk to it for code development (with a 0 Ohm link to bypass the EP2)

I'm a bit new to using chained JTAG devices - Any suggestions as to what to try would be greatly appreciated.
