Per checking,
- Quartus Prime Lite Edition

- VHDL2008 is supported
- VHDL2019 is not supported
- Quartus Prime Pro Edition

- VHDL2008 is not supported

As per the link that you provided, vhdl2008 is not supported on the Quartus Lite at all and even in the standard version there is limited support for vhdl2008.
According to the documentation the major enhancements for vhdl2008 generics which are used for example in the fixed and floating point ieee packages, are not supported in standard edition

Quartus Pro has support for all vhdl2008 constructs and additionally vhdl2019 interfaces and conditional analysis as per the quartus pro synthesis support documentation

Is it possible to get the support for at least vhdl2008 features in quartus lite is the devices it can be used for have extended lifetimes?
