I/O Thermal Power Dissipation

I am doing research on CPLD power consumption.

In Quartus I get report for example:

Total Thermal Power Dissipation : 3.43 mW
Core Dynamic Thermal Power Dissipation : 1.82 mW
Core Static Thermal Power Dissipation : 0.04 mW
I/O Thermal Power Dissipation : 1.57 mW

I don't know what "I/O Thermal Power Dissipation" exactly mean?

I only know that it is the power related to the I/O buffer.

Is it static or dynamic power dissipation ?
