Including QIP from custum_ip_hw.TCL

I have got to get rid of any absolute path and change it to relative path. so i went through all my custom sopc components i did and added a QIP that should add all those files *.v *.mif ... th...

there was a typo mistake.

it should be

--- Quote Start ---

set_global_assignment -name qip_FILE [file join $::quartus(qip_path) Sopc_Uart_Fifo_Register.qip ]

--- Quote End ---

now the contents of the qip are listed and included ...
