How to modify Quartus II keyboard shortcuts?

I am using Quartus II free edition. Is it not possible to modify the keyboard shortcuts?

I would like to add a keyboard shortcut to comment/uncomment blocks of code.

I am happy to edit a configuration file if need be.

    Hi,

    The shortcut key for:

    Comment Selection : Ctrl + Q

    Uncomment Selection : Ctrl + Shift + Q
