Help - Need do a counter of 60 seconds

Need to do a count of 60 seconds with up/down. Looking at the datasheet of 74192 could not understand how to set input. The outputs of the displays are right. The first 74192 in Figure = 0 to 9. The second 74192 in the figure = 0 to 5. Could someone help me finish it?:)
