Quartus Prime Standard Edition requires a paid license. Altera currently provides a free 90-day evaluation license, but there is no general free student license available for individual users.

Since your university is not enrolled in the program, your options may be limited to:

- Using the 90-day evaluation license.
- Purchasing a Quartus Prime Standard Edition license with the Altera authorized distributor.
- Checking with your supervisor, professor, or university staff member to apply for membership in the Altera University Program and submit a software license donation request on your behalf.
