Generate a specific number of seats for a cost-free license not possible

Hello,

in the past I was able to generate a specific amount of Questa (free) licenses, for example 1000 seats. Now I get an error when I try to create new licenses "you do not have access to complete this activity) and can only regenerate licenses I already had in a past with the number of seats that I set in the past. Can you help me to generate more licenses again?
