Flash Programming without SDK

I'd like to use the nios2-flash-programmer utility on a machine that does not have full NIOS SDK installed. Is there something freely available from Altera that would let me do this? -Kevin

The NIOS EDK is freely available. Also, I have a hard time thinking that Altera would have any problem with someone using their tools to help produce products using their parts.
