Flash Programming without SDK

I'd like to use the nios2-flash-programmer utility on a machine that does not have full NIOS SDK installed. Is there something freely available from Altera that would let me do this? -Kevin

For example, my scripts add "C:\altera\80\qprogrammer\bin" to the PATH environment variable before running the programmer.
