examine and saved pof file will not verify

Received the MAXII developement kit, using the programmer, I can examine the CPLD, says completed 100%, and save a .pof file, but then I try to verify the CPLD against that pof file and it fails. This is using the board right out of the box.

version 12.1 , build 177 of Quartus II

Any suggestions on what is going wrong?

FYI the CPLD doesn't match the Functional_test.pof that I downloaded, but that really doesn't surprise me as if might be different that what factory put on board.
