What settings you're using for the IOPLL ip from platform designer?

Here are my settings from Platform Designer. I have also tried the N,M and C values listed under Advanced parameters with no change.

    what are your outclock_0 and outclock_1 frequency?

      outclk_0 is 125MHz and outclk_1 is 62.5MHz which are used for the Intel TSE IP. outclk_2 is 31.25MHz which is used for IPBus communication.

        Seems like a bug for me. Let me further confirm and get back to you. I try other frequency like outclk1 100mhz, outclk2 100mhz and outclk3 100mhz, there's no problem. Seems like only certain frequency combination will cause issue.
