Download problem

Trying to download Quartus II 13.0sp1 web based.

Whatever way I try I get this error

    "problem solved" does nothing to help others who might have this same problem. Please explain what was wrong and how it was corrected. Forums work best when people share solutions as well as ask for help with problems.
