Does DE10 SoC come with a license for Quartus Standard edition? If so, how can I get it?

Can you please tell me if I can get license for Quartus Standard edition once I buy DE10 standard board? Is license included in purchase or I have to pay it separately?

Self Service Licensing Center page says I don't have permission to access it.
