DDR high performance controller license issue

I can't think of anything else that needs to be done to enable the use of OpenCore licenses.

I did confirm I get the same message you reported if I set "Disable OpenCore Plus Hardware Evaluation" is set to "On", but everything works fine when I set the option to "Off".

Perhaps after verifying the setting is off, you could try deleting the db folder before recompiling again.

If you are using Windows Vista or Windows 7 you may also want to try running Quartus as Administrator (right click on the Quartus icon and choose Run as Administrator.)
