cyclone II board not working properly

After burning any code into the board, it does not give any output and the TXD and RXD LEDs turns on. Is there any option that the toggle switches or the push buttons store values that is being overwritten again and again.

How can i get rid of this problem. Thankyou

    EP2C20F484C7 isn't a board. Do you possibly mean DE1?

    Did you try to restore the factory default configuration, following the instructions in the user's manual?
