The PRESERVE_UNUSED_XCVR_CHANNEL option should be used if you intend to use the XCVR channels in future. It is required to prevent the channels from degrading over the time.
If you do not intend to use the XCVR channels at all in future, then follow the pin connection guidelines as mentioned in the following page: https://www.intel.com/content/www/us/en/docs/programmable/683814/current/transceiver-pins.html
