Quartus 20.1 Prime Lite, it's been working for ages and now I can't get the Convert Programming FIle utility to do its stuff.
This is deparately urgent.

1. When does it crash, e.g. when pressing generate?
2. Did you check if failure depends on specific input, e.g. the hex file?
3. If you already generated combined sof and hex before, did you try to reprocess the old design, if successfully, what's different?

It crashes when I hit generate. I don't have time to do your bug investigation and I'm hanging on with an older version of Quartus because it includes IP that's deprecated and not in newer versions.

Could you please upload the error report by click the preview report for further investigating?

I'll try and do that next time it happens. In general the error reporting doesn't work.
