Code Check - Traffic Simulation

Hey guys, My program seems to be stuck in the first step of the State Machine and I cannot for the life of me figure out why, I suspect a problem with the counter? Any help is appreciated...

The values of carNS etc should just be 0 and 1 - they are tied to inputs on a module, on a breadboard.

Finish becomes 1 after account exceeds 1000000001.
