(I can download v13.0sp1 web edition to use Cyclone4. But, I can not download any web eddition version which is supporting Cyclone.)

I tried the way you showed. And after signing in and clicking the objective filename, the same "Unauthorized Sorry! ..." message appeared. So, Attached picture by you was not appeared. But, when I tried for the second time after going upstream for the web pages, I was able to reach the web page of the attached picture and click the underlined area. And, I have been able to download the objective Quatus2.
So, this problem have been solved.
By the way, after that, I found my sign in information "Japan" and "Japan TEL No. code" broken (=>blank) , and the front of my TEL No. added with "+81"(Japan TEL No. code ).
It is mere information.
