Windows 7 was only officially supported since 10.0 or so

I seem to recall using 9.0 or 9.1 on Windows 7 x64 but there were quite a bit of gotchas involved. I would recommend avoiding those and using a later version.

This is, I understand, the last version to support apex 20k. Without this info I'm stuck maintaining an older OS just to run Quartus. - Altera_Forum
