Can I use Quartus Lite to program a cyclone 10lp dev board

I was wondering if I can use Quartus Lite to in program the Serial device on my Cyclone 10 lp dev board?

Yup, I have lite. The question is will 18.1, the windows version of Quartus lite erase the memory and program the serial memory by way of a jtag probe? AT present, I get a failure! See pictures.
